How to read ITD bid results and bid tabs
Last updated
ITD posts results for every highway project it opens on its Contractor Bidding page. The results table has these columns: Bid Opening, Project, Type, Funding, District, Status, Bid Abstracts and Ebid Doc #. Each project links to a short results PDF, and most later get a full bid abstract.
The status column
From ITD’s contractor FAQ:
- Preliminary results go up by the end of business on bid day.
- Pending Board/District Decision means the low bid came in over the engineer’s estimate and needs a decision before award.
- Certified means ITD finished its review of the bids for regularity.
- Rejected or Cancelled projects are marked as such.
- The award date and the engineer’s estimate are added after award.
Results PDF vs. bid abstract
The results PDF (file name br<key>.pdf) lists each bidder, its city and total bid, whether the bid was regular, and, after award, the engineer’s estimate. The bid abstract (abst<key>.pdf) is the full bid tab: a vendor ranking page with each bidder’s total and percent of low bid, then every line item with quantity, unit, and each bidder’s unit price and extended amount. ITD posts the abstract once the contract has been sent, and doesn’t post one for cancelled or rejected projects, FPVQs, or projects with a single bid (ITD FAQ).
Example: FY27 D1 Bridge Repairs (Key 22795)
Bridge preservation in Shoshone and Kootenai counties, opened October 6, 2026, awarded October 22. Results PDF · Bid abstract
| Bidder | Total bid | % of low |
|---|---|---|
| Coldwater Group (Pleasant View, UT) | $1,992,195.08 | 100% |
| MJ Hughes (Vancouver, WA) | $2,463,679.69 | 123.67% |
| Granite (Nampa, ID) | $2,610,462.35 | 131.03% |
| N.A. Degerstrom (Spokane Valley, WA) | $2,773,349.76 | 139.21% |
| Combined Construction (Mukilteo, WA) | $3,088,937.76 | 155.05% |
The engineer’s estimate was $2,633,210.62, so the low bid came in at about 76% of it. The abstract shows a contract time of 75 working days and prices each line, for example item 203-130A, removal of pavement markings, 41,160 feet.
What to do with bid tabs
- Check your own number: compare your unit prices line by line against the low bidder’s to see where you lost.
- Price the next one: unit prices on similar work in the same district are the best public benchmark you’ll get.
- Find who’s bidding: the bidder list tells you which primes chase work in your area. Subs and suppliers can call them before the next letting.
Irregular bids are handled under ITD Standard Specification Section 102 (ITD FAQ).
