ITD bid results and bidding
Last updated
What ITD posts and where
- Forecasts: a 90-day contracts bidding forecast and an 18-month look-ahead on ITD Contractor Bidding.
- Ads and bid documents: on ITD’s QuestCDN page. Questions go through QuestCDN’s Q&A and addenda are announced there (ITD FAQ).
- Bid results: on the Contractor Bidding page, with a results PDF per project and a bid abstract (full bid tab) after the contract is sent. Preliminary results post by the end of bid day. How to read them.
How bids are submitted
- Major/ITIP projects (typically $1M and up) can be bid electronically on Bid Express or on paper. SIA/IRP projects (typically $50K–$5M) are paper only (ITD).
- Paper bids are due by 2 p.m. on bid day to ITD Advertisement & Award in Boise (hand delivery, USPS or courier addresses are on the bidding page).
- ITD doesn’t prequalify bidders, but you must buy the plans on QuestCDN in your exact bidding name to be on the plan-holders list, which is required for a valid bid. Federal-aid jobs also need a UEI at bid time and an active SAM registration before award (ITD checklist).
- Licensing: a sufficient public works license at bid time on state-funded jobs, before award on federal-aid jobs (checklist). See the license guide.

FAQ
Where are ITD bid results posted?
On the ITD Contractor Bidding page (itd.idaho.gov/contractor-bidding), with a results PDF for each project and a bid abstract once the contract has been sent.
Does ITD prequalify contractors?
No. ITD’s bidding checklist says it does not use a prequalification process, but bidders must be on the QuestCDN plan-holders list and hold the right public works license.
